Stir in the chopped onion, garlic powder, onion powder, salt, and black pepper. Continue cooking until the onion is soft and translucent. Drain any excess fat.

Transfer the beef mixture into the prepared pie dish, spreading evenly. Sprinkle the shredded cheddar cheese over the beef layer.

In a mixing bowl, whisk together milk, all-purpose flour, eggs, and baking powder until smooth. Pour the batter evenly over the beef and cheese.

Place the dish in the preheated oven and bake for 25–30 minutes, until the top is golden and set.

Remove from the oven and allow to cool for several minutes before slicing. Garnish with chopped tomatoes, shredded lettuce, pickles, ketchup, or mustard if desired.
